Who We Are

Hopelink is the fiscal agent for the King County Mobility Coalition and sub-regional Mobility Coalitions. Hopelink’s Mobility Management team empowers people to change lives by facilitating access to their community. We do this by (1) building cross-sector partnerships to improve special needs transportation services and (2) providing travel education and resources for riders and agencies to build awareness of existing transportation options to best fit individual needs. We work to make it easier for all people to get around King County through innovative and collaborative problem-solving. Meet the King County Mobility Coalition Co-Chairs

Penny Lara (2022 - 2024)Penny Lara is a Senior Transportation Planner with the King County Metro Market Innovation team. Penny manages grants involving many non-profit organizations and local cities to enhance access for front-line transportation communities. Before joining Metro, Penny worked for the Seattle-King County Department of Public Health, where she played a crucial role in implementing ORCA LIFT, a reduced transit fare for low-income residents, built upon her experiences leading the implementation of the Affordable Care Act, with Latino communities throughout King County. Penny has over 27 years of knowledge and experience working with diverse and immigrant populations on health, social justice, and equity.  

Aaron Morrow (2023 - 2026)
Aaron Morrow is an integral part of our King County Mobility Coalition. For over 11 years, he has continued to work tirelessly as an inclusionary mobility and policy advocate. Aaron champions broad-scale programs, including Find a Ride, with the goal of empowering those who feel marginalized, using his amplified voice through activism and grant procurement. Additionally, Aaron is a member of the American Public Transportation Association (APTA) and many other inclusionary advisory boards throughout Western Washington.

Jonny Prociv (2023 - 2025)

Jonny Prociv is the Program Manager for the Volunteer Services Driver Program with Catholic Community Services. Jonny originally started at CCS as a Program Coordinator for the Solanus Casey Center, a homeless walk-in facility providing hospitality, resource referrals, state identification help, and RRFP assistance. Jonny is incredibly passionate about serving the needs of our most vulnerable populations, especially older adults and people with disabilities, ensuring no one is forgotten and everyone feels loved. Jonny holds a BA in History from Carroll College and a Master of Divinity from Seattle University.

As Director of Mobility Management for Hopelink, Staci provides strategic staff support for the King County Mobility Coalition and subcommittees. She firmly believes in the power of collaborative work and BoRPSAT— a "bunch of right people sitting around a table.”

This role provides day-to-day staff support for the King County Mobility Coalition and subcommittees. The Program Supervisor works with the King County Mobility Coalition co-chairs to administer programming, information sharing, and resource collaborations for the county-wide Coalitions. This role supports diverse stakeholders to ensure the King County Mobility Coalition pursues needs-first approaches to system improvements. Bree manages the subregional Coalitions for Hopelink's Mobility Management team, including North King County, South King County, Eastside, and Snoqualmie Valley. She supports the Coalitions day-to-day and long-term projects, including advocating through the development of county-wide partnerships for increased transit and mobility access. Bree also oversees the Regional Alliance for Resilient and Equitable Transportation (RARET) workgroup. This workgroup partners with stakeholders across Puget Sound to develop strategies and coordinated practices increasing critical transportation services during emergency events for underserved populations.

Sara manages Hopelink's Mobility Education and Outreach programs, including Public Transit Orientations and resource tabling events provided by subregional Coordinators. Her programs offer sustainable, consistent opportunities for partners and stakeholders to bring personalized education and mobility resources to their organizations and communities.

Laura Loe, Program Manager - Find a Ride

Laura manages the new Find a Ride program, Puget Sound's regional One-Call/One-Click system. She strives to connect community members with transportation options that work for them. Laura facilitates connections between transportation operators and riders in a straightforward and accessible process. A background in advocacy, education, and personal experience as a Metro Bus Driver informs Laura's oversight.

Teresa Ngo, Program Manager - Volunteer Transportation

Teresa is passionate about serving the needs of vulnerable populations, especially immigrants, children, and people with disabilities. Given her domestic and international background, Teresa works tirelessly with community volunteers to help others utilize services and resources otherwise inaccessible. Teresa manages the Shoreline-Lake Forest Park (LFP) and Duvall-Carnation Community Van programs. This volunteer-driven program works in partnership with King County Metro to provide residents with alternative options for getting around King County when other forms of public transportation are unavailable, inaccessible, or don’t meet personal needs. Sandy Phan, Program Supervisor - Community Transportation Navigators

Sandy oversees the Community Transportation Navigators program, a peer-to-peer approach providing trusted transportation information and outreach education to hard-to-reach communities, encouraging community champions to utilize their networks to ensure local communities receive culturally inclusive information and resources.

Dean provides emergency management perspectives to guide the Hopelink Mobility team through coordination for the Regional Alliance for Resilient and Equitable Transportation (RARET) workgroup. This workgroup aims to plan and strategize for improved outcomes related to transportation operations during emergency events, mainly how those mobilization efforts work for individuals with specialized needs. Dean brings valuable experience from previous work with Hopelink's Non-Emergency Medical Transportation Brokerage team while managing hospital partnerships.

Heather provides staff support for the Eastside Easy Rider Collaborative, the Eastside branch of the sub-regional Mobility Coalitions. She works alongside local stakeholders to improve mobility options and coordinates transportation-related education programs. Heather's efforts empower individuals and organizations with the necessary transportation tools, resources, and training for regional accessibility.

Tracie Jones, Snoqualmie Valley Mobility Coordinator

Tracie staffs the Snoqualmie Valley Mobility Coalition, bringing together stakeholders from across the Valley to evaluate and advocate regarding transportation gaps for those living and working in the region. She coordinates transportation-related and educational programs and raises awareness of the complexity of transportation challenges throughout the Valley region.

‘Ohu, a proud native of Honolulu, Hawai’i, is dedicated to uplifting and supporting her local and Native Hawaiian communities. With a bachelor’s degree in public affairs and business administration from Seattle University, ‘Ohu has developed a deep interest in transportation and its potential to link people to more significant opportunities. ‘Ohu supports the regional Mobility Coalition, which includes Renton, Maple Valley, Kent, and Enumclaw, among other area cities, and local stakeholders to improve mobility options. The Coalition works tirelessly towards looking toward better-coordinating transportation opportunities as a resource—not a barrier—for everyone, including older adults, people with disabilities, refugees, immigrants, and those with limited English proficiency. As the Coordinator, ‘Ohu hosts travel ambassador training, educational programs, and outreach to empower everyone to utilize regional accessibility and transportation options effectively.

Julio provides staff support for the North King County Mobility Coalition, encompassing North Seattle, Shoreline, Lake Forest Park, Kenmore, Bothell, and Woodinville. Like other regional coalitions, Julio works to discover and address transportation gaps for people who live and work in North King County. Julio also conducts travel and education programs to help people better understand transportation options in their area.

Lyn supports the Mobility Management team and project partners in developing the Community Van Program, which currently serves the Snoqualmie Valley, Redmond, and Shoreline/Lake Forest Park. As a native of the Snoqualmie Valley with a background in education, Lyn is passionate about empowering people to connect with transportation resources that allow the fullest accessibility to the region.

Roz is dedicated to making a positive impact within her community. Through Roz's position, she leverages partnerships with social service organizations, governmental agencies, and community transportation providers to expand outreach efforts across King County. Roz equips partners with resources to help underserved communities connect to mobility options. Additionally, she staffs the Mobility Transportation Resources Line, providing personalized counseling and referrals to individuals needing transportation guidance. (Russian language services available.)
